On September 10th -17th, 2016, at the invitation of the Bar Association of India and the Bar Association of Sri Lanka, Mr. Chen Jiping, Member of the Standing Committee of the CPPCC，Vice Chairman of the Committee of Social and Legal Affairs of the CPPCC and Party Secretary and Executive Vice-President of China Law Society, led a delegation to attend the 3rd BRICS Legal Forum in India and visit Sri Lanka.
The 3rd BRICS Legal Forum, hosted by the Bar Association of India, was successfully held in New Delhi on September 10th-12th. The legal circles of the five BRICS member countries have all attached great importance to the Forum. More than 200 legal representatives from Brazil, Russia, India, China and South Africa attended the Forum. Mr. T. S. Thakur, Chief Justice of India, Mr. Ravi Prasad, Union Minister of Law & Justice and Electronics & Information Technology of India, Mr. Mukul Rohtagi, Attorney General of India and Mr. P. P. Choudhary, Minister of State of Law & Justice and Electronics & Information Technology of India and other representatives were present at the Forum and delivered important speeches. Mr. Chen Jiping, Executive Vice-President of China Law Society, Mr. K. K. Venugopal, Senior Advocate and Member of Board of Advisors of Bar Association of India, Mr. Alexey A. Klishin, Chairman of Commission on WTO and BRICS of Russian Lawyers Association, Mr. Luiz Tarcisio Teixeira Ferreira, Chair of BRICS Committee of OAB and Mr. Mvuso Notyesi, Co-Chairperson of Law Society of South Africa delivered welcoming remarks at the Opening Ceremony and presented keynote speeches on the next day. Meanwhile, Mr. Feng Qinghu, Deputy Secretary-General of AALCC and representative of the Embassy of PRC in India also attended the Opening Ceremony.

The theme of the Forum is "Developing Legal Frameworks for Building Responsive, Inclusive & Collective Solutions". More than 20 legal experts and legal professionals from BRICS member countries have held effective discussions on such hot issues as “Financial and Legal Cooperation in BRICS, Key Issues and Thrust Areas”, “Emerging Frameworks in International Commercial and Civil Law: Need for a Cohesive BRICS Strategy and Cooperation Mechanism” and “International Arbitration and Dispute Resolution: Making BRICS Institutions Forum of Choice for BRICS and Emerging World”. During the Forum, three Steering Committee meetings were held, where draft of the New Delhi Declaration was finalized and initiatives to establish the Professional Committee for BRICS Dispute Resolution and Mediation and the BRICS Expert Committee on Financial and Tax Law were approved.
At the Closing Ceremony, representatives of BRICS member countries adopted and signed the New Delhi Declaration. It was also announced officially that the 4th BRICS Legal Forum would be held in Yekaterinburg, Russia in June, 2017.
During the Forum, Mr. Chen Jiping, Executive Vice-President of CLS, held bilateral meetings with heads of other delegations and exchanged opinions on how to deepen the development of BRICS Legal Forum and strengthen bilateral legal cooperation.

After closing of the Forum, the Training Course of Indian Law organized by the Bar Association of India was held at the University of Amity. The Training Course lasted for a week, in which nearly 20 young legal scholars and lawyers from BRICS countries participated, including 6 Chinese candidates.
During the visit to Sri Lanka, Mr. Chen Jiping, Executive Vice-President of CLS held meetings respectively with Mr. Wijeyadasa Rajapakse, Minister of Justice of Sri Lanka, Mr. K. Sripavan, Justice of the Supreme Court of Sri Lanka, Mr. Jayantha Jayasuriya, Attorney General of Sri Lanka and Mr. Geoffrey Alagaratnam, President of Bar Association of Sri Lanka and conducted in-depth discussions on issues of further strengthening China - Sri Lanka and China - South Asia legal exchange and cooperation. Mr. Chen also extended sincere invitations to these organizations to attend the 2nd China-South Asia Legal Forum and the 1st Course of China-South Asia Legal Training Base, which would be held in the coming December in Kunming, Yunnan Province.
