H.E. Chen Jiping held talks with the Kenyan delegation

  On July 27, 2016, H.E.Chen Jiping, Party Secretary and Executive Vice President of China Law Society (CLS), held talks at CLS with the Kenyan delegation headed by H.E. Githu Muigai, Attorney-General and Minister of Justice of Kenya. Mr. Bao Shaokun, Vice President and Secretary- General of the CLS, Mr. Zhang Mingqi, Vice President of CLS attended the meeting. Dr. Gu Zhaomin, Director-General of the International Department, Mr. Wang Wei, Deputy Director-General of China Legal Exchange Center were also present.

  On behalf of CLS, Chen Jiping extended a warm welcome to the delegation and expressed his gratitude to the Kenyan government for its firm support for the Chinese government on the South China Sea issue. Chen Jiping pointed out that the South China Sea Arbitration are illegal in terms of both the jurisdiction of the trial or the substantive hearing, for it ignores the historical facts, disregarded for the objective and impartiality, wilfully distorted the international rules. Therefore, Chinese government will neither recognize nor enforce such an absurd award.

  Chen Jiping pointed out that the decision of "promoting the rule of law in an all-round way" was first made at the Fourth Plenary Session of the 18th Central Committee of the Communist Party of China. Since then the construction of the socialist legal system with Chinese characteristics entered a new stage. Legal circles are playing a more and more important role in governing the country. As a nationwide mass and academic organization, CLS hopes to strengthen exchanges and mutual learning with Kenyan legal organizations, so as to protect the economic and social development and the people's well-being with the rule of law.

  Githu Muigai thanked CLS for its thoughtful arrangements and expressed his pleasure to visit CLS to meet with old friends again. Githu Muigai pointed out that the Kenyan government firmly supports China's position on the South China Sea issue. Kenya is also facing a similar situation comparing with the South China Sea issue. Kenya called on both parties to resolve the dispute through consultation. For a long time, China and Kenya had been working together to promote the democratization reform of the United Nations, aiming to win more voices for the developing countries in the international community. Githu Muigai appreciated the great contribution made by CLS in the legal cooperation between the two countries, especially in the promotion of the China-Africa joint arbitration mechanism. With the economic and trade cooperation between China and Kenya becoming even closer, arbitration cooperation between China and Kenya has a promising future. The Attorney-General’s Office and Ministry of Justice of Kenya are willing to cooperate with CLS under the framework of Forum on China-Africa Cooperation (FOCAC) - Legal Forum, in particular, deepening the arbitration cooperation between China and Kenya as well as between China and Africa, carrying out joint research on international law and the exchange and training program for legal talents.

  Zhang Mingqi said that legal circles between China and Kenya had maintained long-term, close, friendly and cooperative relations. The Attorney-General’s Office of Kenya had always been an active advocator and promoter for the "FOCAC- Legal Forum". CLS attached great importance to the exchanges towards Africa. Under the framework of “FOCAC-Legal Forum”, the China-Africa Legal Professionals Exchange Project had been held and the China-Africa Joint Dispute Resolution Mechanism had been established. CLS hoped that the Attorney-General’s Office of Kenya would support the promotion and deepening of legal exchanges and cooperation between China and Kenya in the above fields.

  Bao Shaokun reviewed the achievements made by the CLS delegation to Kenya in 2015. He thanked Githu Muigai for his warm reception to the delegation and looked forward to a new step in the friendly and cooperative relations between the legal circles of China and Kenya.

  The meeting was successfully held in a warm and friendly atmosphere.
