On July 26,  H.E. Chen Jiping, Party Secretary and Executive Vice President of China Law Society (CLS), held talks with the Beninese delegation headed by H.E. Ousmane Batoko, President of the Supreme Court of Benin

On the afternoon of July 26, 2016, H.E. Chen Jiping, Party Secretary and Executive Vice President of China Law Society (CLS), held talks with the Beninese delegation headed by H.E. Ousmane Batoko, president of the Supreme Court of Benin at CLS. Mr. Zhang Mingqi, Vice President of CLS, attended the meeting. Dr. Gu Zhaomin, Director-General of the International Department, Mr. Yang Xiaoping, Deputy Director-General of the International Department, Mr. Wang Wei, Deputy Director-General of the China Legal Exchange Center, and Ms. Yu Xiaoyu, Deputy Inspector of the International Cooperation Bureau of the Supreme People's Court were present.

On behalf of CLS, Chen Jiping extended a warm welcome to the delegation and expressed his thanks to the Beninese Government for its firm support towards China for the South China Sea issue. Chen Jiping pointed out that the South China Sea Arbitration ignored historical facts, disregarded for objectivity and fairness, and willfully distorted the international rules, trampling on international justice and the spirit of international rule of law. Therefore, the Chinese government does not recognize, accept the Arbitration, nor enforce its award as it is forced by Western countries.

Chen Jiping introduced the latest achievements of legal construction of socialism with Chinese characteristics, especially the further speeding development of China’s legal construction after putting forward the "Four comprehensive strategic layout" in the 18th National Congress of the CPC. Chen Jiping also said that China is currently undergoing judicial reform with the ultimate goal to improve the level of justice and highlight the fairness of justice. China needs to embark on the path of the rule of law to maintain long-term sound economic development. The strategic initiative of "One Belt One Road" and the establishment of Asian Infrastructure Investment Bank both provide good opportunities for the cooperation between China and Africa and the cooperation between China and Benin. Thus the legal professionals in China and Benin should strengthen communications, learn from each other, and ensure the economic and social development and happiness of the people based on rule of law.

Ousmane Batoko thanked CLS for its hospitality. Batoko said China is a great friend of Beninese government and people. Despite thousands of miles apart, Chinese and Beninese people started multi-level, multi-class and multi-field communications, for which the legal circles of China and Benin have maintained friendly exchages for a long time. At present, Benin is also carrying out judicial reform. Concerning that both our countries are attaching great importance to the rule of law, the Supreme Court of Benin is willing to further strengthen legal communications and cooperation with CLS under the framework of Forum on China - Africa Cooperation(FOCAC) - Legal Forum, so as to promote the friendly relations between the legal circles of the two countries to a new stage.

Vice President Zhang Mingqi said that CLS attaches great importance to the communications towards Africa. Under the framework of FOCAC - Legal Forum, the China-Africa Legal Professionals Exchange Project has been held and the China-Africa Joint Dispute Resolution Mechanism has been established. CLS hopes that the Supreme Court of Benin will actively recommend its outstanding legal talents to participate in the China-Africa Legal Professionals Exchange Project under the framework of FOCAC-Legal Forum, join the China-African Joint Dispute Resolution Mechanism, guarantee and promote the healthy, stable and rapid development of China-Benin economic and trade relations with legal wisdom.
