From Otc.15 to 16, 2016, the 4th China-Europe Legal Forum was held successfully in Beijing. The Forum was jointly sponsored by China Law Society (CLS) and China University of Political Science and Law (CUPL) and organized by the College of Comparative Law, CUPL. More than one hundred legal experts and practioners from Austria, Denmark, Finland, France, Germany, Italy, Spain, United Kingdom and China participated in the Forum.
The theme of the Forum was “The Legal Cooperation in Risk Prevention Mechanism for ‘Belt and Road’ Initiative”. Mr. Chen Jiping, Party Secretary and Executive Vice President of CLS, Prof. Shi Yajun, Council Chairman of CUPL, Mr. Emilio Prieto Andres, Counselor of Internal Affairs of the Embassy of Spain, Prof. Juha Raitio from the School of Law of University of Helsinki, Mr. Manuel Torres Salazar, Partner of Garrigues Law Firm Beijing Office attended the Opening Ceremony and delivered speeches. Mr. Zhang Mingqi, Vice President of CLS hosted the Opening Ceremony. The Launching Ceremony of the China-Europe Legal Research Center and China-Europe Legal Training Base was also held during the Opening Ceremony.
It was widely agreed that strengthening the legal cooperation is necessary for implementing the “Belt and Road” Initiative. It is of great importance to actively promote the legal harmonization of the countries along the Belt and Road. China and the EU should jointly carry out joint research on major legal issues, actively build the international rule of law, safeguard world peace and development, and serve the implementation of the G20 Hangzhou Summit results and “Belt and Road” Initiative.
Nearly 40 legal scholars and experts probed into such topics as “Legal Risks in Cross Border Commerce”、“Principles of Transnational Civil Procedure”、“Principles for an Open Digital and Equitable Market (PODEM)” and “Influence of Brexit on the Cross-Border Trading between China and Europe”.
On the Closing Ceremony, Mr. Hubert Bazin, Partner of DS Avodats Beijing Office and Representative of the French Society of Comparative Legislation (FSCL) on behalf of Mr. Dominique Hascher, President of FSCL announced that the 5th China-Europe Legal Forum will be held in France in the fall of 2017 and the topics might include contract law, dispute settlement and arbitration, tax and foreign investments. After consulting with the representatives of Steering Committee of China-Europe Legal Forum, Mr. Gu Zhaomin, Director-General of International Department of CLS as well as the Chinese Secretary-General of the Steering Committee delivered a speech, emphasizing that besides of the new topics, the 5th Forum should make further researches on the issues discussed this time and promote the results of 4th Forum. Certificate Awarding Ceremony was also held and several foreign experts were invited to serve as the Guest Research Fellows of China-Europe Legal Research Center.
The China-Europe Legal Forum was established in 2013, which aims at promoting the exchange and cooperation in the field of law and economy between China and Europe, strengthening the understanding and communication between Chinese and European legal professionals, providing legal safeguard and service for the cooperation in the fields of investment, trade and environment etc. The previous three Forums were held successively in Beijing, Vienna and Rome.
