China Law Society

China Law Society (CLS) is a nationwide mass and academic organization, serving as a bond between Chinese legal professionals and legal practitioners. It plays an important role in developing socialist democracy and legal system, fostering legal research and promoting the rule of law in China. China Law Society, its affiliated associations and local branches have actively organized legal professionals and practitioners in China to participate in the nation’s legislation, judiciary, law enforcement and law popularization activities, have conducted legal researches and exchanges of multi-subjects, multi-levels and broad-fields, thus have made certain contributions to promoting rule of law in China, to speeding up construction of a socialist rule of law country and to building China into a moderately prosperous society in an all-round way.

Established in 1949, with 60 years of development, China Law Society now has 32 provincial branches, 56 affiliated associations and nearly 240,000 members. It has gathered a great number of legal talents in China and has high prestige and broad impact at home and abroad. Its highest authority is the National Congress, which is convened every five years. Its leadership comprises the President, the Executive Vice-President and several Vice-Presidents. Headquartered in Beijing, it has 5 departments, namely, General Office, Research Department, Overseas Liaison Department and Membership Department. Publications sponsored by China Law Society including Chinese Legal Science, Democracy and Legal System and Law Yearbook of China and China Law Society have gained a great number of readers and a broad social impact, which has made them the base of legal academic researches and the window of legal popularization in China.

As a major channel of foreign legal exchanges in China, China Law Society keeps connections with more than 800 legal institutions (including legal authorities, national law societies and well-known law schools) from over 100 countries and regions in the world and amongst them135 institutions from 88 countries and regions have signed Memoranda of mutual cooperation with China Law Society. With these partners, China Law Society has conducted broad cooperation in mutual visits, academic studies as well as legal professional trainings. Notably, it has initiated and set up ten regional platforms of legal cooperation, namely China-ASEAN Legal Forum, China-Eurasia Legal Forum, China-Latin America Legal Forum, Northeast Asia Legal Forum, Forum on China-Africa Cooperation (FOCAC)-Legal Forum, Forum for East Asia-Latin America Cooperation (FEALAC)-Legal Forum, China-Europe Legal Forum, BRICS Legal Forum, China-South Asia Legal Forum and China-Japan-South Korea Legal Forum which has established a broad platform for foreign legal exchanges in an all-dimensional, in depth, wide-ranging and multi-channel layout of foreign legal exchanges. It has joined such international and regional legal organizations as International Association of Constitutional Law, International Association of Penal Law, International Association for Legal Philosophy and Social Philosophy, International Association of Legal Science The Law Association for Asia and Pacific, etc. It has also held many international conferences, which gained a good reputation in the legal fields at home and abroad. Respectively in 2004 and 2009, it hosted in Beijing the 17th International Congress of Penal Law and the 24th World Congress on International Philosophy of Law and Social Philosophy.

The Overseas Liaison Department of China Law Society is the functional department responsible for foreign affairs in China Law Society. According to relevant foreign-related regulations, with the authorization by China Law Society, the Department manages centrally foreign-related activities and international exchanges of all entities within CLS system in the nation.

Representative Assembly

The Representative Assembly of China Law Society is the organ of supreme power of China Law Society, which is made up of the representatives from individual members and group members. It meets once every five years, and it is up to the Standing Council to decide to postpone or to meet ahead of time if necessary. Members of the Representative Assembly of China Law Society are recommended by local Law Societies, various legal organizations and other group member organizations. The Representative Assembly of China Law Society may meet while there are over half of the representatives attend. The functions and powers of the Representative Assembly of China Law Society contain formulating and amending of the constitution of the Society, reviewing work reports of the Council of the Society, deciding the important items of the Society through discussion, electing the councilors of the Society.

Standing Council

The Standing Council of China Law Society is made up of president, executive vice-president, vice-president, secretary-general, executive councilor, whose term of office is five years. Functions and powers of the Standing Council include holding the meeting of the Council and the Representative Assembly of China Law Society; deciding the important items of the Society through discussion while the Council is in recession; electing the executive vice-president;supplementing or dismissing members of the Standing Council if necessary, and then submitted it to the next meeting of the Council for endorsement; engaging expert as member of Academic

Committee of the Society.


The Council of China Law Society is the executive body of the Representative Assembly of China Law Society, which is made up of the councilors elected by the Representative Assembly of China Law Society, whose term of tenure is five years. The meeting of the Council holds every one or two years. The functions and powers of the Council include deciding the important items of the Society through discussion while the Representative Assembly of China Law Society is not in session; reviewing work report of the Council of the Society; electing president, vice-president, secretary-general and executive councilor of the Society; supplementing or dismissing members of the Council when necessary.

Academic Committee

Academic Committee is the academic review and advisory body of the Society which plays an important role in leading legal research, conducting academic evaluation and argumentation. It is made up of director, deputy-directors and members, which are nominated by the meeting of president’s office of China Law Society, and appointed by the Council, whose term of tenure is five years. The functions and powers of Academic Committee include reviewing the legal research program and annual research plans of the Society; participating in the organization of the project review, midterm examination and achievement evaluation of important research projects; selecting and awarding outstanding legal professionals and achievements; demonstrating and reviewing the necessity of establishing national law academies and related branches; directing legal research and exchange work of the Society and providing consultation for academic decision made by the leading body of the Society; participating in the coordination of major legal researches and consultations; establishing the academic standard and building the positive academic atmosphere of the Society; undertaking other academic affairs assigned by the leading body of the Society.

Departments and Institutions

China Law Society has five departments, namely, the General Office, Research Department, Membership Department, Overseas Liaison Department and Personnel Department. There are 9 public institutions directly subordinated to the Society, whose names are Service Center of the Organ, China Legal Science, China Legal Annual, Democracy and Legal System, China Legal Exchange Center, China Legal Consultancy Centre, Training Center of China Law Society, Legal Information Department of China Law Society and China Legal Exchange Foundation.

There are 56 Associations founded by China LawSociety and 561 Associations founded byprovincial Law Societies. These Associations have covered the main areas and interdisciplinarysubjects of law.They play an important role in promoting the legal research work and organizing the legal professionals to conduct multi-subject, multi-level andwide-ranging legal research and have gained a series of researchachievements.
